New Delhi: the Lok Sabha successfully approved the groundbreaking Women Reservation Bill on Wednesday, with an overwhelming 454 members voting in favor of it.

During the vote, only two Lok Sabha members opposed the Women Reservation Bill.

On Tuesday, the Narendra Modi government introduced the Women Reservation Bill, formally known as the Nari Shakti Vandan Adhiniyam, 2023 (The Constitution (One Hundred Twenty-Eighth Amendment) Bill, 2023).

The Women Reservation Bill aims to allocate one-third of the seats in the Lok Sabha and state assemblies, including Union Territories (UTs), to women.

Given that the Women Reservation Bill necessitates an amendment to the Indian Constitution, a two-thirds majority of the members present and voting in the Lok Sabha was required for its passage. A similar two-thirds majority will be needed for the bill’s approval in the Rajya Sabha. Although the ruling Bharatiya Janata Party (BJP) holds a simple majority in the Lok Sabha, it lacks the two-thirds majority and thus relied on bipartisan support for the bill.

Following its approval in the Lok Sabha, the Women Reservation Bill will now proceed to the Rajya Sabha and subsequently be presented to the President of India for formal enactment.

After the Women Reservation Bill was passed, the Lok Sabha adjourned for the day, with proceedings set to resume at 11 am on Thursday.

Calls for reserving parliamentary and state legislative seats for women have persisted for an extended period. In the lead-up to the Special Session of Parliament, parties from across the political spectrum advocated for the Women Reservation Bill’s passage.

While the bill garnered widespread support in the Lok Sabha, even Congress leader Rahul Gandhi expressed his endorsement, some opposition parties, including the Congress itself, and its leader Rahul, criticized the exclusion of other backward classes (OBCs) from the bill. Additionally, certain parties opposed the bill for various reasons. Rahul also voiced objections to the requirement of conducting delimitation and a census to implement the reservation.

It’s worth noting that the earliest possible introduction of women’s reservation would be in 2029, as the census is slated to occur sometime after the 2024 general elections, followed by a delimitation process. Only after these two conditions are fulfilled will seats in the Lok Sabha and state assemblies be set aside for women.

Back in 2008, the Women Reservation Bill was introduced in the Rajya Sabha by the then Congress-led United Progressive Alliance (UPA) government, but it failed to make progress in the Lok Sabha. Now, with the ruling BJP commanding a clear majority in the Lok Sabha and broad consensus in support of the bill, its passage was expected to be a smooth process.

Among the opposition parties, the Congress party, Bahujan Samaj Party (BSP), Janata Dal-United (JD-U), and Nationalist Congress Party (NCP) were among those that had publicly declared their backing for the bill ahead of the vote.

Speaking at the inauguration of Zetwerk Electronics’ seventh manufacturing facility in Sriperumbudur, about 55 kms from here, Vaishnaw highlighted that the electronics industry has become the country’s second largest export sector, surpassing several traditional industries in the past decade.In an effort to give fillip to electronics manufacturing, Vaishnaw said the government will invest ₹1,112 crore to establish two electronics manufacturing clusters in Tamil Nadu.Vaishnaw, who is also the Union Railways Minister, took a dig at the previous UPA regime saying the budget allocation for Tamil Nadu railways was ‘miniscule’ whereas it was ₹6,636 crore to the state. The Union Minister also thanked state governments, including Tamil Nadu, for their support in boosting India’s electronic exports and acknowledged their efforts in realising Prime Minister Narendra Modi’s vision of transforming the domestic electronics market into a 0 billion industry.

In August of the previous year, the Court addressed the tragic incident, emphasizing the critical need for enhanced safety measures for medical professionals nationwide. The Bench appealed to protesting doctors to resume their duties, assuring them of protection against any punitive actions related to their participation in the protests.

The Central Bureau of Investigation (CBI) has been actively probing the case. In October, they filed the initial charge sheet against Sanjay Roy, a civic volunteer associated with Kolkata Police, implicating him in the heinous crime. The CBI‘s investigation suggests a potential broader conspiracy, highlighting concerns about evidence tampering during the early stages when the Kolkata Police were overseeing the investigation. Subsequently, two additional arrests were made: Sandip Ghosh, the former Principal of R.G. Kar Medical College and Hospital, and Abhijit Mondal, the former Station House Officer of Tala Police Station. Both are accused of obstructing the investigation and tampering with evidence.

The upcoming hearing on March 17 will further address these developments, underscoring the Supreme Court‘s commitment to ensuring justice and reinforcing workplace safety for medical professionals across the country.
